As an international financial center, the stability of the financial system (including the banking system) of Hong Kong is inextricably linked to its economy and people\u2019s livelihood. The recipient of the Sir Edward Youde Memorial Scholarships for Overseas Studies in 1993\/94, the Executive Director (Banking Conduct) at the Hong Kong Monetary Authority, Mr. Alan Au strives to protect bank customers at large by strengthening banking supervision while promoting technological development among banks in Hong Kong to enhance their global competitiveness.<\/p>\n

After receiving the Sir Edward Youde Memorial Fund Overseas Scholarship in 1993, Mr. Au went to New York State to study for the Bachelor of Science in Electrical Engineering at the Rensselaer Polytechnic Institute. Upon graduation, Mr. Au returned to Hong Kong and worked in the Information Technology Department at an international investment bank, assisting it in building the internal systems of Hong Kong and other branches. A few years later, willing to contribute to the society more directly, he applied for the position of Administrative Officer and joined the government. Being a civil servant, Mr. Au has worked in multiple departments, including the Information Technology and Broadcasting Bureau, and the Development Bureau, etc. Moreover, he has participated in many projects that mark new milestones in Hong Kong, such as Electronic Service Delivery and the development of smart ID cards. After obtaining a Master of Science in Finance, Mr. Au joined the Hong Kong Monetary Authority in 2010 and currently serves as the Executive Director (Banking Conduct) to promote sound bank conduct and culture.<\/p>\n

The current role of Mr. Au involves different fields across the banking industry. Apart from supervising the banks\u2019 conduct, he has also launched various projects to enhance the protection to bank customers, including the requirements for banks to retain electronic statements of personal customers for 7 years for retrieval with the proliferation of digital banking services, as well as facilitating customers to request the wrong recipients to return the mis-transferred funds within 20 working days, etc.<\/p>\n

Mr. Au added that although the rise of big data and Artificial Intelligence has facilitated the development of FinTech, it also brought about new challenges to bank supervision. On one hand, FinTech brings convenience to identity verification, anti-money laundering and credit risk assessment etc., but on the other hand, it has also aroused controversy on affecting financial inclusion as created by the digital divide. Therefore, the Authority has developed four guiding principles on consumer protection, namely governance and accountability, fairness, transparency and disclosure, and data privacy and protection. His vision is to witness the application of FinTech enhancing the overall clients\u2019 experience and benefits, and providing more comprehensive protection for them, besides reducing cost of and bringing benefits to the banks.<\/p>\n

The Sir Edward Youde Memorial Fund had a far-reaching impact on Mr. Au, as it provided financial support for him to realize his dream of studying abroad. Never has he forgotten the support given by the Fund, he always reminds himself to give back to the society. Subsequently, he returned to Hong Kong after completing his degree in the United States, and joined the government, to fulfill his promises.<\/p>\n

On the day of the interview, Mr. Au took out a stack of nostalgic photo albums from his backpack that recorded every detail of his study tour to Beijing and Qingdao, which was organized by the Sir Edward Youde Scholars Association in 1995. During the trip, participants visited historical sites in Beijing such as the Forbidden City and the Tiananmen Square, along with enterprises and social welfare institutions in Qingdao and they had to submit a final travel report that combined their valuable experiences and their research conducted prior to the trip. As it was his very first study tour to the Mainland of China, the trip has further strengthened his determination of contributing back to the society as he came to understand the social, cultural and economic circumstances of the Mainland better.<\/p>\n

\u9999\u6e2f\u662f\u570b\u969b\u91d1\u878d\u4e2d\u5fc3\uff0c\u91d1\u878d\u9ad4\u7cfb\uff08\u5305\u62ec\u9280\u884c\u9ad4\u7cfb\uff09\u7684\u7a69\u5b9a\u8207\u7d93\u6fdf\u3001\u793e\u6703\u3001\u6c11\u751f\u5404\u65b9\u9762\u606f\u606f\u76f8\u95dc\u3002\u5c24\u5fb7\u7235\u58eb\u7d00\u5ff5\u57fa\u91d1\u6d77\u5916\u734e\u5b78\u91d11993\/94\u5e74\u5f97\u734e\u8005\uff0c\u9999\u6e2f\u91d1\u878d\u7ba1\u7406\u5c40\u52a9\u7406\u7e3d\u88c1\uff08\u9280\u884c\u64cd\u5b88\uff09\u5340\u6bd3\u9e9f\u5148\u751f\u4e0d\u4f46\u81f4\u529b\u5728\u9280\u884c\u76e3\u7ba1\u65b9\u9762\u4fdd\u969c\u5927\u773e\u5ba2\u6236\uff0c\u9084\u540c\u6642\u63a8\u52d5\u9280\u884c\u7684\u79d1\u6280\u767c\u5c55\uff0c\u52d9\u6c42\u63d0\u5347\u9999\u6e2f\u9280\u884c\u7684\u5168\u7403\u7af6\u722d\u529b\u3002<\/p>\n

\u5340\u5148\u751f\u57281993\u5e74\u7372\u5f97\u5c24\u5fb7\u7235\u58eb\u7d00\u5ff5\u57fa\u91d1\u6d77\u5916\u734e\u5b78\u91d1\u5f8c\uff0c\u9060\u8d74\u7f8e\u570b\u7d10\u7d04\u5dde\u4ec1\u65af\u5229\u723e\u7406\u5de5\u5927\u5b78\u653b\u8b80\u7684\u96fb\u6a5f\u5de5\u7a0b\u5b78\u7406\u5b78\u5b78\u58eb\u3002\u7562\u696d\u5f8c\uff0c\u5340\u5148\u751f\u56de\u5230\u9999\u6e2f\uff0c\u5728\u4e00\u5bb6\u570b\u969b\u6027\u6295\u8cc7\u9280\u884c\u7684\u8cc7\u8a0a\u79d1\u6280\u90e8\u9580\u5354\u52a9\u8a72\u884c\u5efa\u8a2d\u9999\u6e2f\u8207\u5176\u4ed6\u5206\u516c\u53f8\u7684\u5167\u90e8\u7cfb\u7d71\u3002\u5e7e\u5e74\u5f8c\uff0c\u4ed6\u5e0c\u671b\u80fd\u66f4\u76f4\u63a5\u5730\u8ca2\u737b\u793e\u6703\uff0c\u56e0\u6b64\u6295\u8003\u653f\u52d9\u4e3b\u4efb\uff0c\u52a0\u5165\u653f\u5e9c\u3002\u5340\u5148\u751f\u66fe\u4efb\u8077\u65bc\u8cc7\u8a0a\u79d1\u6280\u53ca\u5ee3\u64ad\u5c40\u3001\u767c\u5c55\u5c40\u7b49\u90e8\u9580\uff0c\u4e26\u53c3\u8207\u904e\u5404\u7a2e\u5c0d\u672c\u6e2f\u5177\u91cc\u7a0b\u7891\u610f\u7fa9\u7684\u9805\u76ee\uff0c\u5982\u516c\u5171\u670d\u52d9\u96fb\u5b50\u5316\u3001\u958b\u767c\u667a\u80fd\u8eab\u4efd\u8b49\u7b49\u3002\u5728\u7372\u53d6\u91d1\u878d\u5b78\u7406\u5b78\u78a9\u58eb\u5b78\u4f4d\u5f8c\uff0c\u5340\u5148\u751f\u65bc2010\u5e74\u52a0\u5165\u9999\u6e2f\u91d1\u878d\u7ba1\u7406\u5c40\uff0c\u73fe\u6642\u64d4\u4efb\u52a9\u7406\u7e3d\u88c1\uff0c\u4fc3\u9032\u9280\u884c\u7684\u826f\u597d\u64cd\u5b88\u548c\u6587\u5316\u3002<\/p>\n

\u5340\u5148\u751f\u76ee\u524d\u7684\u8077\u8cac\u6db5\u84cb\u9280\u884c\u591a\u500b\u7bc4\u7587\u3002\u9664\u4e86\u9280\u884c\u64cd\u5b88\u7684\u76e3\u7ba1\u5916\uff0c\u4ed6\u4ea6\u843d\u5be6\u4e0d\u540c\u65b0\u63aa\u65bd\uff0c\u4ee5\u52a0\u5f37\u5c0d\u9280\u884c\u5ba2\u6236\u7684\u4fdd\u969c\u3002\u4f8b\u5982\u5728\u6578\u78bc\u9280\u884c\u670d\u52d9\u7684\u5927\u8da8\u52e2\u4e0b\uff0c\u63a8\u52d5\u9280\u884c\u4fdd\u75597\u5e74\u7684\u500b\u4eba\u5ba2\u6236\u96fb\u5b50\u5e33\u55ae\u8a18\u9304\uff1b\u4ee5\u53ca\u5728\u5ba2\u6236\u932f\u8aa4\u8f49\u5e33\u7684\u60c5\u6cc1\u4e0b\u53ef\u5411\u9280\u884c\u7533\u8acb\u8981\u6c42\u6536\u6b3e\u4eba20\u65e5\u5167\u9000\u56de\u6709\u95dc\u6b3e\u9805\u7b49\u3002<\/p>\n

\u4ed6\u4ea6\u8868\u793a\uff0c\u8fd1\u5e74\u8208\u8d77\u7684\u5927\u6578\u64da\u548c\u4eba\u5de5\u667a\u80fd\u79d1\u6280\u6709\u52a9\u63a8\u52d5\u91d1\u878d\u79d1\u6280\u7684\u767c\u5c55\uff0c\u4f46\u540c\u6642\u4e5f\u70ba\u9280\u884c\u76e3\u7ba1\u5e36\u4f86\u65b0\u7684\u6311\u6230\u3002\u96d6\u7136\u91d1\u878d\u79d1\u6280\u4e00\u65b9\u9762\u70ba\u8eab\u4efd\u9a57\u8b49\u3001\u53cd\u6d17\u9322\u3001\u4fe1\u8cb8\u98a8\u96aa\u7b49\u696d\u52d9\u7bc4\u7587\u63d0\u4f9b\u4fbf\u5229\uff0c\u4f46\u540c\u6642\u4e5f\u884d\u751f\u6703\u5426\u56e0\u70ba\u6578\u78bc\u9d3b\u6e9d\u5f71\u97ff\u666e\u53ca\u91d1\u878d\u7684\u722d\u8b70\u3002\u56e0\u6b64\uff0c\u5c40\u65b9\u70ba\u9280\u884c\u5236\u5b9a\u4e86\u56db\u5927\u4fdd\u969c\u9280\u884c\u6d88\u8cbb\u8005\u539f\u5247\uff0c\u5305\u62ec\u7ba1\u6cbb\u53ca\u554f\u8cac\u6027\u3001\u516c\u5e73\u6027\u3001\u8cc7\u6599\u62ab\u9732\u53ca\u900f\u660e\u5ea6\u3001\u8cc7\u6599\u7684\u79c1\u96b1\u53ca\u4fdd\u969c\u3002\u4ed6\u671f\u671b\u91d1\u878d\u79d1\u6280\u7684\u61c9\u7528\u4e0d\u55ae\u80fd\u70ba\u9280\u884c\u7bc0\u7701\u6210\u672c\u548c\u5e36\u4f86\u597d\u8655\uff0c\u540c\u6642\u4ea6\u80fd\u63d0\u5347\u5ba2\u6236\u9ad4\u9a57\u53ca\u5229\u76ca\uff0c\u4ee5\u53ca\u66f4\u5168\u9762\u7684\u4fdd\u969c\u5ba2\u6236\u3002<\/p>\n

\u5c24\u5fb7\u7235\u58eb\u7d00\u5ff5\u57fa\u91d1\u5c0d\u51fa\u8eab\u57fa\u5c64\u7684\u5340\u5148\u751f\u5f71\u97ff\u6df1\u9060\uff0c\u734e\u5b78\u91d1\u70ba\u4ed6\u63d0\u4f9b\u8ca1\u653f\u652f\u6301\uff0c\u8b93\u4ed6\u5be6\u73fe\u6d77\u5916\u5347\u5b78\u7684\u5922\u60f3\u3002\u4ed6\u4e00\u76f4\u9298\u8a18\u7740\u57fa\u91d1\u6703\u7d66\u4e88\u7684\u652f\u6301\uff0c\u4e26\u6642\u523b\u63d0\u9192\u81ea\u5df1\u8981\u53d6\u8af8\u793e\u6703\uff0c\u7528\u8af8\u793e\u6703\u3002\u65bc\u662f\u4ed6\u5b8c\u6210\u7f8e\u570b\u7684\u5b78\u4f4d\u5f8c\u56de\u6d41\u9999\u6e2f\u5de5\u4f5c\uff0c\u4e26\u52a0\u5165\u653f\u5e9c\uff0c\u5c65\u884c\u7576\u5e74\u5f97\u734e\u6642\u56de\u994b\u793e\u6703\u7684\u627f\u8afe\u3002<\/p>\n

\u8a2a\u8ac7\u7576\u5929\uff0c\u5340\u5148\u751f\u5f9e\u80cc\u5305\u4e2d\u53d6\u51fa\u4e00\u758a\u539a\u539a\u61f7\u820a\u7684\u76f8\u96c6\uff0c\u7d00\u9304\u4e861995\u5e74\u5c24\u5fb7\u5b78\u8005\u5354\u6703\u5317\u4eac\u53ca\u9752\u5cf6\u8a2a\u554f\u5718\u7684\u4e00\u9ede\u4e00\u6ef4\u3002\u8a2a\u554f\u5718\u7576\u5e74\u53c3\u89c0\u4e86\u5317\u4eac\u7684\u53e4\u8e5f\uff0c\u5982\u6545\u5bae\u3001\u5929\u5b89\u9580\u5ee3\u5834\uff0c\u4ee5\u53ca\u5230\u8a2a\u9752\u5cf6\u7684\u4f01\u696d\u53ca\u793e\u798f\u6a5f\u69cb\u7b49\u7b49\u3002\u5718\u54e1\u9700\u7d50\u5408\u4e8b\u524d\u7684\u7814\u7a76\u8207\u65c5\u9014\u4e2d\u7684\u8003\u5bdf\uff0c\u6700\u5f8c\u767c\u4f48\u4e00\u4efd\u8a2a\u554f\u5831\u544a\u3002\u4ed6\u5766\u8a00\uff0c\u9019\u662f\u4ed6\u7b2c\u4e00\u6b21\u5230\u5167\u5730\u8003\u5bdf\uff0c\u9019\u6b21\u65c5\u7a0b\u4f7f\u4ed6\u66f4\u4e86\u89e3\u5167\u5730\u793e\u6703\u6587\u5316\u548c\u7d93\u6fdf\u72c0\u6cc1\uff0c\u9032\u4e00\u6b65\u52a0\u5f37\u4e86\u4ed6\u8981\u8ca2\u737b\u793e\u6703\u7684\u6c7a\u5fc3\u3002<\/p>\n","protected":false},"excerpt":{"rendered":"
