The annual investment results of the Exchange Fund are watched closely by the public at the end of January each year. The recipient of Sir Edward Youde Memorial Scholarship for Undergraduate Students in 1987\/88, the Executive Director (Risk and Compliance) of Hong Kong Monetary Authority, Ms. Grace Lau is responsible for monitoring the risk exposure of the Exchange Fund, ensuring the stability and growth of the Fund.<\/p>\n

Ms. Lau was born to a low-income family. She had outstanding academic achievements ever since secondary school. Given her strong interest in the subject of Economics, she chose to study the Bachelor of Social Sciences degree at the University of Hong Kong, where she majored in Economics and minored in Statistics. Upon her graduation, she was immediately recruited as an executive officer of the government, and became a government statistician a few months later. She joined the Hong Kong Monetary Authority in 1994. Despite her heavy workload, Ms. Lau pursued part-time studies and managed to finish two master\u2019s degrees in Economics and Investment Management, which laid the foundation for her current career.<\/p>\n

Working in the compliance field, Ms. Lau has witnessed the regulatory reform after the most recent financial crisis in 2008. She pointed out that the crisis was brought by the complicated derivatives whose structures were too difficult for investors to evaluate the risks. The crisis highlighted areas for improvement in the supervision of the financial system, hence, governments and regulatory bodies were prompted to implement stricter regulatory requirements. Regarding the disputes over the optimal level of regulation, Ms. Lau responded by describing the regulatory system as a pendulum. After the financial crisis, regulators will tighten the regulatory requirements to ensure better protection for consumers. However, such changes will inevitably also increase the transaction costs for investment. Over time, having regard to the implementation experience and feedback from the market, regulators will adjust the form and intensity of regulation by applying a risk-based approach to offer different degree of protection to investors with varying risk appetites. Adjusting the regulation is not solely a relaxation of rules but a way to make the regulatory environment more conducive to market development while at the same time striving for better market integrity and consumer protection.<\/p>\n

The issue of the Exchange Fund has always been a talk of the town in recent years. There have been suggestions that Hong Kong should emulate Singapore and establish a sovereign wealth fund in order to gain a better return. In response to this, Ms. Lau indicated that not only does the Exchange Fund play an important role as Hong Kong\u2019s foreign currency reserve assets; it also manages the fiscal reserves of the government. As such, on the one hand, the Exchange Fund must maintain sufficient liquidity to meet operational needs. For example, it needs to support the government\u2019s drawing down part of its fiscal reserves to deal with the epidemic in 2020. On the other hand, in order to preserve the Fund\u2019s long-term purchasing power, the Exchange Fund is also invested in the stock market and private equity market , which is not a common practice for global central banks. Ms. Lau reckoned that putting all assets in a single fund is a more appropriate arrangement in terms of amassing resources against external shocks and reaping economies of scale in investment.<\/p>\n

Ms. Lau received the Sir Edward Youde Memorial Scholarship in 1987\/88. She was invited to an interview paneled by the Dean of the Faculty of Social Sciences of the University of Hong Kong. She was grateful for the nomination of the faculty for electing her as the awardee of the first cohort. She exclaimed that the Scholarship is a great recognition of her hard work, which has brought a positive impact to her subsequent developments. It has been more than 30 years since she was awarded the scholarship. The fact that she is holding an important position in society does not stop her from continuing to pursue studies in different areas. Knowing that the future workplace requires interdisciplinary knowledge and skills, she kindly suggests youngsters to pursue life-long learning to keep abreast of the times.<\/p>\n

\u6bcf\u5e741\u6708\u5e95\uff0c\u5916\u532f\u57fa\u91d1\u7684\u6295\u8cc7\u8868\u73fe\u7e3d\u6703\u662f\u5e02\u6c11\u95dc\u5fc3\u7684\u8b70\u984c\u3002\u5c24\u5fb7\u7235\u58eb\u7d00\u5ff5\u57fa\u91d1\u734e\u5b78\u91d11987\/88\u5e74\u5ea6\u5f97\u734e\u8005\uff0c\u9999\u6e2f\u91d1\u878d\u7ba1\u7406\u5c40\u98a8\u96aa\u7ba1\u7406\u53ca\u76e3\u5bdf\u90e8\u52a9\u7406\u7e3d\u88c1\u5289\u6167\u5a1f\u5973\u58eb\uff0c\u4e00\u76f4\u66ff\u5916\u532f\u57fa\u91d1\u7ba1\u7406\u76f8\u95dc\u7684\u6295\u8cc7\u98a8\u96aa\uff0c\u70ba\u9999\u6e2f\u4eba\u7684\u300c\u9322\u888b\u300d\u505a\u597d\u628a\u95dc\u5de5\u4f5c\u3002<\/p>\n

\u5289\u6167\u5a1f\u5973\u58eb\u751f\u65bc\u8349\u6839\u5bb6\u5ead\uff0c\u4e2d\u5b78\u6642\u5b78\u696d\u6210\u7e3e\u512a\u7570\uff0c\u5c0d\u7d93\u6fdf\u79d1\u8208\u8da3\u751a\u6fc3\uff0c\u6240\u4ee5\u5979\u9078\u64c7\u5728\u9999\u6e2f\u5927\u5b78\u4fee\u8b80\u793e\u6703\u79d1\u5b78\u5b78\u58eb\u5b78\u4f4d, \u4e3b\u4fee\u7d93\u6fdf\u5b78\uff0c\u526f\u4fee\u7d71\u8a08\u5b78\u3002\u7562\u696d\u5f8c\uff0c\u5979\u52a0\u5165\u653f\u5e9c\u6210\u70ba\u884c\u653f\u4e3b\u4efb\uff0c\u53ca\u5f8c\u65bc\u653f\u5e9c\u7d71\u8a08\u8655\u5de5\u4f5c\uff0c\u4e26\u57281994\u5e74\u6295\u8eab\u9999\u6e2f\u91d1\u878d\u7ba1\u7406\u5c40\u3002\u5118\u7ba1\u5de5\u4f5c\u7e41\u5fd9\uff0c\u5289\u5973\u58eb\u4ecd\u517c\u8b80\u4e26\u6210\u529f\u5b8c\u6210\u7d93\u6fdf\u5b78\u53ca\u6295\u8cc7\u7ba1\u7406\u5b78\u7406\u5b78\u78a9\u58eb\u5b78\u4f4d\uff0c\u70ba\u76ee\u524d\u4e8b\u696d\u6253\u4e0b\u57fa\u790e\u3002<\/p>\n

\u5728\u76e3\u7ba1\u7684\u5d17\u4f4d\u4e0a\uff0c\u5289\u5973\u58eb\u898b\u8b49\u4e86\u4e0a\u4e00\u6b21\u91d1\u878d\u5371\u6a5f\u5c0e\u81f4\u7684\u76e3\u7ba1\u6539\u9769\u3002\u5979\u6307\u51fa\uff0c2008\u5e74\u7684\u5168\u7403\u91d1\u878d\u5371\u6a5f\u662f\u7531\u8907\u96dc\u7684\u884d\u751f\u5de5\u5177\u5f15\u8d77\uff0c\u56e0\u70ba\u7522\u54c1\u7d50\u69cb\u904e\u65bc\u8907\u96dc\uff0c\u4ee4\u6295\u8cc7\u8005\u96e3\u4ee5\u5c0d\u7522\u54c1\u7684\u98a8\u96aa\u4f5c\u51fa\u8a55\u4f30\u3002\u8a72\u6b21\u5371\u6a5f\u986f\u793a\u51fa\u91d1\u878d\u9ad4\u7cfb\u76e3\u7ba1\u6709\u9700\u8981\u6539\u5584\u7684\u5730\u65b9\uff0c\u4fc3\u4f7f\u5404\u570b\u653f\u5e9c\u53ca\u76e3\u7ba1\u90e8\u9580\u5be6\u65bd\u66f4\u56b4\u683c\u7684\u76e3\u7ba1\u3002\u5c0d\u65bc\u91d1\u878d\u76e3\u7ba1\u9b06\u7dca\u4e4b\u722d\uff0c\u5979\u8a8d\u70ba\u76e3\u7ba1\u5236\u5ea6\u7684\u8b8a\u5316\u5c31\u5982\u9418\u64fa\u4e00\u822c\u6709\u5468\u671f\u6027:\u5728\u91d1\u878d\u5371\u6a5f\u5f8c\uff0c\u76e3\u7ba1\u6a5f\u69cb\u4e00\u5b9a\u6703\u6536\u7dca\u5408\u898f\u8981\u6c42\uff0c\u78ba\u4fdd\u6295\u8cc7\u8005\u7372\u5f97\u66f4\u5168\u9762\u7684\u4fdd\u969c\uff0c\u4f46\u514d\u4e0d\u4e86\u4ea6\u6703\u589e\u52a0\u6295\u8cc7\u8005\u7684\u4ea4\u6613\u6210\u672c\u3002\u7576\u653f\u7b56\u6536\u7dca\u5230\u4e00\u5b9a\u7a0b\u5ea6\uff0c\u76e3\u7ba1\u6a5f\u69cb\u6703\u6309\u7d93\u9a57\u53ca\u696d\u754c\u7684\u610f\u898b\u8abf\u6574\u76e3\u7ba1\u7684\u7bc4\u570d\u53ca\u529b\u5ea6\uff0c\u628a\u4e0d\u540c\u98a8\u96aa\u80c3\u7d0d\u7684\u6295\u8cc7\u8005\u6309\u7d1a\u5225\u5206\u985e\uff0c\u4ee5\u98a8\u96aa\u70ba\u672c\u53ca\u5177\u91dd\u5c0d\u6027\u5730\u70ba\u4ed6\u5011\u63d0\u4f9b\u4e0d\u540c\u7a0b\u5ea6\u7684\u4fdd\u969c\u3002\u653e\u5bec\u76e3\u7ba1\u4e26\u975e\u55ae\u7d14\u5730\u628a\u898f\u5247\u653e\u9b06\uff0c\u800c\u662f\u4f7f\u76e3\u7ba1\u74b0\u5883\u66f4\u6709\u5229\u65bc\u5e02\u5834\u767c\u5c55\uff0c\u540c\u6642\u78ba\u4fdd\u91d1\u878d\u6a5f\u69cb\u79c9\u6301\u826f\u597d\u7684\u64cd\u5b88\u4ee5\u53ca\u70ba\u6295\u8cc7\u8005\u63d0\u4f9b\u66f4\u9069\u5207\u7684\u4fdd\u969c\u3002<\/p>\n

\u8fd1\u5e74\u4f86\uff0c\u5916\u532f\u57fa\u91d1\u7684\u5b9a\u4f4d\u4e0d\u6642\u90fd\u6210\u70ba\u793e\u6703\u5927\u773e\u8a0e\u8ad6\u7684\u8b70\u984c\u3002\u6709\u4eba\u5efa\u8b70\u4eff\u6548\u65b0\u52a0\u5761\u5728\u5916\u532f\u5132\u5099\u4ee5\u5916\u5efa\u7acb\u4e00\u500b\u4e3b\u6b0a\u57fa\u91d1\uff0c\u900f\u904e\u4e00\u4e9b\u8f03\u9032\u53d6\u7684\u6295\u8cc7\u9805\u76ee\u589e\u52a0\u6574\u9ad4\u56de\u5831\u3002\u5289\u5973\u58eb\u6307\u51fa\uff0c\u5916\u532f\u57fa\u91d1\u9664\u4e86\u626e\u6f14\u5916\u532f\u5132\u5099\u7684\u89d2\u8272\u5916\uff0c\u4ea6\u6709\u7ba1\u7406\u653f\u5e9c\u7684\u8ca1\u653f\u5132\u5099\u3002\u56e0\u6b64\uff0c\u57fa\u91d1\u5fc5\u9808\u4e00\u65b9\u9762\u4fdd\u6301\u6d41\u52d5\u6027\u4ee5\u78ba\u4fdd\u5176\u65e5\u5e38\u64cd\u4f5c\uff0c\u5c31\u597d\u50cf\u57282020\u5e74\u75ab\u60c5\u7206\u767c\u4e4b\u521d\u653f\u5e9c\u5c31\u5411\u57fa\u91d1\u63d0\u53d6\u90e8\u5206\u8ca1\u653f\u5132\u5099\u4f5c\u984d\u5916\u7684\u958b\u652f\uff1b\u4f46\u53e6\u4e00\u65b9\u9762\u70ba\u4e86\u63d0\u9ad8\u56de\u5831\u4ee5\u4fdd\u969c\u57fa\u91d1\u7684\u9577\u671f\u8cfc\u8cb7\u529b\uff0c\u57fa\u91d1\u4ea6\u53c3\u8207\u80a1\u7968\u751a\u81f3\u79c1\u52df\u80a1\u6b0a\u6295\u8cc7\uff0c\u9019\u7a2e\u9032\u53d6\u7684\u6295\u8cc7\u7b56\u7565\u5728\u5168\u7403\u4e2d\u592e\u9280\u884c\u4f86\u8aaa\u8f03\u70ba\u5c11\u898b\u3002\u5979\u8a8d\u70ba\uff0c\u73fe\u6642\u628a\u6240\u6709\u8cc7\u7522\u7d71\u5408\u5728\u5c40\u5167\u7ba1\u7406\u662f\u8f03\u5408\u9069\u7684\u5b89\u6392\uff0c\u56e0\u4e00\u65e6\u5206\u5bb6\uff0c\u6703\u4ee4\u7528\u4f5c\u62b5\u79a6\u5916\u4f86\u885d\u64ca\u7684\u8cc7\u6e90\u6e1b\u5c11\uff0c\u4ee5\u53ca\u524a\u5f31\u8cc7\u91d1\u898f\u6a21\uff0c\u589e\u52a0\u6295\u8cc7\u6210\u672c\u3002<\/p>\n

\u5289\u5973\u58eb\u65bc1987\/88\u5e74\u5ea6\u7372\u5f97\u5c24\u5fb7\u7235\u58eb\u7d00\u5ff5\u57fa\u91d1\u7684\u734e\u5b78\u91d1\u3002\u7576\u6642\uff0c\u5979\u53d7\u9080\u53c3\u8207\u57fa\u91d1\u6703\u7684\u9762\u8a66\uff0c\u9762\u8a66\u5c0f\u7d44\u7684\u6210\u54e1\u5305\u62ec\u9999\u6e2f\u5927\u5b78\u793e\u6703\u79d1\u5b78\u5b78\u9662\u7684\u9662\u9577\u3002\u5289\u5973\u58eb\u5341\u5206\u611f\u6fc0\u7576\u5e74\u5b78\u9662\u7684\u63a8\u85a6\uff0c\u4f7f\u5979\u6709\u5e78\u6210\u70ba\u734e\u5b78\u91d1\u7b2c\u4e00\u5c46\u7684\u5f97\u734e\u8005\u3002\u7576\u5e74\u7372\u5f97\u734e\u5b78\u91d1\u57fa\u91d1\u6703\u7684\u8a8d\u540c\u548c\u80af\u5b9a\u5c0d\u5289\u5973\u58eb\u5f80\u5f8c\u7684\u767c\u5c55\u8d77\u5230\u4e86\u6b63\u9762\u7684\u4f5c\u7528\u3002\u5f97\u734e\u81f3\u4eca\u8d85\u904e30\u5e74\uff0c\u5373\u4f7f\u73fe\u6642\u8eab\u5c45\u8981\u8077\uff0c\u5979\u4ea6\u4e00\u76f4\u8d70\u5728\u5b78\u7fd2\u7684\u8def\u4e0a\u3002\u5979\u76f8\u4fe1\u8077\u5834\u7684\u74b0\u5883\u4e0d\u65b7\u8b8a\u5316\uff0c\u672a\u4f86\u7684\u5de5\u4f5c\u5c07\u9700\u8981\u66f4\u591a\u8de8\u5b78\u79d1\u7684\u77e5\u8b58\u548c\u6280\u80fd,\u6240\u4ee5\u5979\u5bc4\u8a9e\u5e74\u8f15\u4eba\u8981\u7d42\u8eab\u5b78\u7fd2\uff0c\u624d\u80fd\u8d95\u4e0a\u6642\u4ee3\u7684\u6b65\u4f10\u3002<\/p>\n<\/div>\n<\/div>\n<\/div>\n
