\u5c24\u5fb7\u7235\u58eb\u7d00\u5ff5\u57fa\u91d1\u672c\u79d1\u751f\u734e\u5b78\u91d11987\/88\u5e74\u5f97\u734e\u8005<\/p>\n

Corruption was once a major social problem in Hong Kong, especially after the Second World War. In the 1960s, Hong Kong was in a state of massive economic growth, but corruption was still serious in all parts of the city and was particularly rampant in the public sector. An infamous bribery scandal among the Royal Hong Kong Police Force involving a chief superintendent led to a government decision in setting up the Independent Commission Against Corruption (ICAC) to eradicate bribery and corruption from the city. The recipient of the 1987\/1988 Sir Edward Youde Scholarship for Undergraduate Students, Director of Public Relations of the ICAC, Mr. Ho Wai Chi, has a strong passion to combat corruption through his work\uff0chopes to raise awareness and create a corruption-free city through public education.<\/p>\n

His career path is one of less than ordinary. After graduating from secondary school, Mr. Ho followed his interest at that moment and applied to study, and eventually got two offers, from the film studies at the Hong Kong Baptist College and social work studies at the Hong Kong Polytechnic. After a few serious thoughts, he eventually chose the latter and successfully became a social worker after graduating. After two years of working in the front line as a social worker, he went back to the Polytechnic again to further his Bachelor\u2019s studies in social work, during which he was awarded the Sir Edward Youde Scholarship. Two years after his graduation, he left the city to study a master\u2019s degree in Social and Political Thought at the University of Sussex in the UK.<\/p>\n

After returning to Hong Kong, Mr. Ho worked briefly for a social welfare organization doing research work. Yet his interest in serving on courses that could bring social change remained strong. It was at this juncture that he found his next mission. Greenpeace was planning to set up its first Asia office in Hong Kong. Mr. Ho was referred by his friend to Greenpeace and eventually became the executive director of the organization. During his tenure, he consolidated the organisation\u2019s presence in Hong Kong and expanded its influence into Mainland China. After more than seven years of service, he left the environmental group and continued to serve in various NGOs. He served as the director of a private charity fund, managing the distribution and use of fund resources and worked as a director of Oxfam to coordinate and execute different projects. He finds his work in NGOs meaningful, dynamic and innovative.<\/p>\n

After more than 25 years of service in the non-government sector, he ventured into a completely different area. Purely by chance, Mr. Ho spotted, in a newspaper, that the Commission was looking for an assistant director. After reading the job description, he found that it quite matched with his experience and he thought it no harm to try it out. It turned out that his experience in community service was just right to fulfill the expectation of the Commission. They just hit it off right from the start.<\/p>\n

Mr. Ho recalled the most memorable moment in ICAC was producing the TV series\u2013ICAC investigators. In particular, the ICAC investigators 2014, which broadcast to celebrate the 40th anniversary of the establishment of the ICAC, was enlisted in the Hong Kong International Film Festival. In fact, in addition to promoting cleanliness, these series of dramas are based on actual cases, which reveal part of the history of anti-corruption. A fun fact to know is that Mr. Ho was once struggling with choosing a bachelor\u2019s degree in social science or in film production. Hence, this series of dramas serve both to educate the populace against corrupt practices and to give him an opportunity to have a glimpse of the film industry.<\/p>\n

Mr. Ho was awarded the Sir Edward Youde Memorial Scholarships for Undergraduate Students back in 1987\/88, when he was studying for his bachelor\u2019s degree. He was the only student nominated by his faculty to compete for this award. With all the stress and anticipation, Mr. Ho still managed to get the scholarship. He spent some of the scholarship to entertain all of his schoolmates at a banquet as a token of thanks for their support. Meanwhile, he also put a great part of the scholarship in buying academic publications to enrich himself.<\/p>\n

Throughout his career, Mr. Ho has represented the ICAC to attend many international conferences. The accomplishment of ICAC was widely recognised in the international community.. In fact, it is rare internationally to have an organisation to put law enforcement, prevention and education under one roof like the ICAC. Compared to the mere law enforcement and litigation approach in many other countries, the ICAC performs a more comprehensive way to fight against corruption. Hence, Hong Kong outcompetes other nations and becomes one of the cleanest places in the world. Although Hong Kong is in an unsettling political environment, Mr. Ho affirmed that the Commission\u2019s intention to fight against corruption has never changed. For those who wish to join the organisation, Mr. Ho said that they must have a passion for upholding the rectitude and integrity of Hong Kong. Only with enthusiasm to work can they stand up against the abhorrent corruption and the constant criticism from the general public.<\/p>\n

\u5728\u767e\u591a\u5e74\u7684\u6b96\u6c11\u5730\u6b77\u53f2\u4e2d\uff0c\u8caa\u6c61\u554f\u984c\u4e00\u76f4\u56b4\u91cd\u3002\u9019\u7a2e\u60c5\u6cc1\u6c92\u6709\u56e0\u70ba\u516d\u4e03\u5341\u5e74\u4ee3\u7684\u9999\u6e2f\u7d93\u6fdf\u9a30\u98db\u800c\u6709\u6240\u6539\u5584\uff0c\u800c\u4e14\u9019\u80a1\u6b6a\u98a8\u66f4\u5728\u5728\u516c\u5171\u670d\u52d9\u6a5f\u69cb\u4e2d\u8513\u5ef6\u3002\u5728\u4e00\u540d\u5916\u7c4d\u7e3d\u8b66\u53f8\u7684\u8caa\u6c61\u6848\u5f8c\uff0c\u7576\u6642\u7684\u653f\u5e9c\u6c7a\u5fc3\u6210\u7acb\u5ec9\u653f\u516c\u7f72\uff0c\u6253\u64ca\u8caa\u6c61\u3002\u5c24\u5fb7\u7235\u58eb\u7d00\u5ff5\u57fa\u91d1\u672c\u79d1\u751f\u734e\u5b78\u91d11987\/88\u5e74\u5f97\u734e\u8005\uff0c\u5ec9\u653f\u516c\u7f72\u793e\u5340\u95dc\u4fc2\u8655\u8655\u9577\u4f55\u6e2d\u679d\u5148\u751f\uff0c\u5728\u6a5f\u7de3\u5de7\u5408\u4e0b\u6295\u8eab\u53cd\u8caa\u5de5\u4f5c\uff0c\u900f\u904e\u6559\u80b2\u57f9\u990a\u5927\u773e\u53cd\u8caa\u7684\u610f\u8b58\uff0c\u4fdd\u6301\u9999\u6e2f\u7684\u6e05\u5ec9\u5b88\u4fe1\u5f62\u8c61\u3002<\/p>\n

\u4f55\u5148\u751f\u5728\u4e2d\u5b78\u7562\u696d\u6642\u57fa\u65bc\u8208\u8da3\uff0c\u540c\u6642\u7533\u8acb\u4e86\u9999\u6e2f\u6d78\u6703\u5b78\u9662\u50b3\u7406\u7cfb\u653b\u8b80\u96fb\u5f71\u548c\u9999\u6e2f\u7406\u5de5\u5b78\u9662\u793e\u5de5\u8ab2\u7a0b\u3002\u56e0\u70ba\u52a9\u4eba\u70ba\u6a02\u7684\u6027\u683c\uff0c\u4ed6\u6700\u7d42\u9078\u64c7\u4e86\u653b\u8b80\u7406\u5de5\u5b78\u9662\u7684\u793e\u5de5\u6587\u6191\u3002\u7562\u696d\u5f8c\u4ed6\u6210\u70ba\u4e86\u4e00\u540d\u793e\u5de5\uff0c\u5728\u5de5\u4f5c\u5169\u5e74\u5f8c\u91cd\u8fd4\u7406\u5de5\u5b78\u9662\u4fee\u8b80\u793e\u5de5\u5b78\u4f4d\u8ab2\u7a0b\uff0c\u4e26\u5728\u671f\u9593\u7372\u5f97\u5c24\u5fb7\u7235\u58eb\u7d00\u5ff5\u57fa\u91d1\u3002\u5176\u5f8c\uff0c\u4ed6\u66f4\u5230\u82f1\u570b\u4fee\u8b80\u793e\u6703\u53ca\u653f\u6cbb\u601d\u60f3\u7684\u78a9\u58eb\u8ab2\u7a0b\u3002<\/p>\n

\u56de\u6e2f\u5f8c\uff0c\u4f55\u5148\u751f\u5728\u4e00\u5bb6\u793e\u798f\u6a5f\u69cb\u77ed\u66ab\u9032\u884c\u7814\u7a76\u5de5\u4f5c\u3002\u7531\u65bc\u4ed6\u4e00\u5411\u8f03\u6709\u8208\u8da3\u80fd\u63a8\u52d5\u793e\u6703\u6539\u8b8a\u7684\u5de5\u4f5c\uff0c\u5728\u4ed6\u670b\u53cb\u4ecb\u7d39\u4e0b\u77e5\u9053\u7da0\u8272\u548c\u5e73\u6b63\u8003\u616e\u958b\u8a2d\u9999\u6e2f\u5206\u90e8\uff0c\u4ed6\u4ea6\u56e0\u6b64\u6295\u8eab\u65bc\u74b0\u4fdd\u4e8b\u696d\uff0c\u9996\u5148\u6210\u70ba\u4e00\u540d\u9805\u76ee\u4e3b\u4efb\uff0c\u4e00\u5e74\u5f8c\u88ab\u4efb\u547d\u70ba\u9999\u6e2f\u5206\u90e8\u7684\u7e3d\u5e79\u4e8b\uff0c\u4e26\u5728\u4e94\u5e74\u9593\uff0c\u628a\u7da0\u8272\u548c\u5e73\u7684\u74b0\u4fdd\u5de5\u4f5c\u63a8\u5ee3\u81f3\u5167\u5730\u3002\u5728\u74b0\u4fdd\u5de5\u4f5c\u4e86\u597d\u5e7e\u5e74\u5f8c\uff0c\u4ed6\u5230\u4e86\u4e0d\u540c\u7684\u6a5f\u69cb\u670d\u52d9\uff0c\u4f8b\u5982\u4ed6\u51fa\u4efb\u4e00\u5bb6\u79c1\u4eba\u7684\u6148\u5584\u57fa\u91d1\u6703\u7684\u57f7\u884c\u8463\u4e8b\uff0c\u8ca0\u8cac\u7ba1\u7406\u8a72\u57fa\u91d1\u7684\u6350\u6b3e\u767c\u653e\uff1b\u548c\u6a02\u65bd\u6703\u9999\u6e2f\u7684\u7e3d\u76e3\uff0c\u7d71\u7c4c\u548c\u57f7\u884c\u4e0d\u540c\u7684\u9805\u76ee\u3002\u7e3d\u62ec\u800c\u8a00\uff0c\u4ed6\u8a8d\u70ba\u5728\u975e\u653f\u5e9c\u7d44\u7e54\u7684\u5de5\u4f5c\u975e\u5e38\u6709\u610f\u7fa9\u3001\u5145\u6eff\u6d3b\u529b\u548c\u5275\u610f\uff0c\u540c\u6642\u53c8\u80fd\u670d\u52d9\u5f31\u52e2\u793e\u7fa4\u3002<\/p>\n

\u5728\u975e\u653f\u5e9c\u7d44\u7e54\u5de5\u4f5c\u4e86\u4e8c\u5341\u591a\u5e74\u5f8c\uff0c\u4f55\u5148\u751f\u5728\u56e0\u7de3\u969b\u6703\u4e0b\u52a0\u5165\u5ec9\u653f\u516c\u7f72\u3002\u7576\u6642\uff0c\u4f55\u5148\u751f\u5728\u5831\u7d19\u4e2d\u770b\u5230\u516c\u7f72\u5728\u516c\u958b\u62db\u8058\u4e00\u540d\u52a9\u7406\u8655\u9577\uff0c\u7d30\u95b1\u8077\u4f4d\u7684\u8981\u6c42\u5f8c\u767c\u89ba\u8207\u81ea\u5df1\u7684\u7d93\u9a57\u9817\u70ba\u8117\u5408\uff0c\u56e0\u6b64\u5c31\u672c\u8457\u4e00\u8a66\u7121\u59a8\u7684\u7cbe\u795e\u7533\u8acb\uff0c\u6700\u5f8c\u7372\u5f97\u516c\u7f72\u7684\u8058\u8acb\u3002<\/p>\n

\u4f55\u5148\u751f\u56de\u61b6\u5ec9\u653f\u516c\u7f72\u6700\u96e3\u5fd8\u7684\u6642\u523b\uff0c\u662f\u5728\u516c\u7f7240\u5468\u5e74\u6642\u8207\u9999\u6e2f\u570b\u969b\u96fb\u5f71\u7bc0\u5408\u4f5c\u3002\u7576\u6642\uff0c\u9999\u6e2f\u96fb\u5f71\u7bc0\u4e2d\u6709\u4e00\u500b\u7279\u8f2f\uff0c\u4ecb\u7d3940\u5e74\u4ee5\u4f86\u7684\u591a\u90e8\u5ec9\u653f\u884c\u52d5\u3002\u4f55\u5148\u751f\u8868\u793a\uff0c\u5ec9\u653f\u884c\u52d5\u9664\u4e86\u662f\u4e00\u9f63\u5ba3\u63da\u5ec9\u6f54\u7684\u96fb\u8996\u5287\u96c6\uff0c\u5287\u4e2d\u7684\u500b\u6848\u90fd\u662f\u771f\u5be6\u500b\u6848\u6539\u7de8\uff0c\u53cd\u6620\u8457\u9999\u6e2f\u793e\u6703\u5728\u904e\u53bb40\u5e74\u7684\u4e00\u4e9b\u767c\u5c55\u91cc\u7a0b\u3002\u6709\u8da3\u7684\u662f\uff0c\u7576\u5e74\u70ba\u4e86\u5e6b\u52a9\u5225\u4eba\u7684\u9053\u8def\u800c\u653e\u68c4\u96fb\u5f71\u5922\u7684\u4f55\u5148\u751f\uff0c\u73fe\u5728\u53ef\u4ee5\u4ee5\u7f72\u9577\u7684\u8eab\u4efd\u4e00\u5617\u96fb\u5f71\u88fd\u4f5c\u7684\u6ecb\u5473\u3002<\/p>\n

\u4f55\u5148\u751f\u65bc\u5c31\u8b80\u793e\u5de5\u5b78\u4f4d\u7684\u6642\u5019\u7372\u5f97\u7b2c\u4e00\u5c46\u5c24\u5fb7\u7235\u58eb\u7d00\u5ff5\u57fa\u91d1\u672c\u79d1\u751f\u734e\u5b78\u91d1\u3002\u7576\u6642\uff0c\u4ed6\u662f\u7406\u5de5\u5b78\u9662\u793e\u6703\u79d1\u5b78\u7cfb\u7684\u552f\u4e00\u63a8\u85a6\u5b78\u751f\uff0c\u6240\u4ee5\u4ed6\u80cc\u8ca0\u8457\u5b78\u7cfb\u7684\u671f\u671b\u3002\u7372\u9812\u734e\u5b78\u91d1\uff0c\u4ed6\u9817\u611f\u610f\u5916\uff0c\u5176\u5be6\u5728\u5b78\u7fd2\u904e\u7a0b\u4e2d\uff0c\u540c\u5b78\u5011\u90fd\u6709\u7d66\u4e88\u5f88\u591a\u5354\u52a9\u53ca\u555f\u767c\uff0c\u6240\u4ee5\u4ed6\u7528\u4e86\u90e8\u5206\u734e\u91d1\u5bb4\u8acb\u4e86\u4ed6\u7684\u5168\u73ed\u793e\u5de5\u540c\u5b78\uff0c\u4ee5\u611f\u8b1d\u540c\u5b78\u5011\u7684\u652f\u6301\u548c\u9f13\u52f5\u3002\u53e6\u5916\uff0c\u81ea\u5c0f\u5bb6\u5883\u8ca7\u56f0\u4f46\u624b\u4e0d\u91cb\u5377\u7684\u4f55\u5148\u751f\u4ea6\u5584\u7528\u734e\u5b78\u91d1\u8cb7\u5165\u4e00\u4e9b\u5b78\u8853\u66f8\u7c4d\uff0c\u8c50\u5bcc\u81ea\u5df1\u7684\u95b1\u6b77\u3002<\/p>\n
