He obtained the Postgraduate Certificate in Laws from the University of Hong Kong in 1988 and was called to the Hong Kong Bar in the same year. He then received the Sir Edward Youde Memorial Fellowship for Overseas Studies to study at the University of Oxford, where he obtained his Bachelor of Civil Law degree in 1989. He commenced full practice as a barrister in Hong Kong in 1990 and was appointed Senior Counsel in 2003. He is now the head of Temple Chambers. He is and was involved in different areas of public service. He is currently Chairman of the Appeal Reviews Committee of the Hong Kong Examinations and Assessment Authority, Deputy Chairman of the Telecommunications (Competition Provisions) Appeal Board, member of the Securities and Futures Commission Disciplinary Chair Committee and member of the Financial Reporting Review Panel under the Financial Reporting Council.
