Youders\u2019 Story – Prof. Mee Kam Ng\u4f0d\u7f8e\u7434\u6559\u6388
Recipient of Sir Edward Youde Memorial Fellowships of Overseas Studies in 1988\/89

Prof. Mee Kam Ng wanted to be a teacher since she was a child and she was intrigued by the knowledge in Geography. She was the recipient of Sir Edward Youde Memorial Fellowships for Overseas Studies 1988\/89. Currently, she is Vice-Chairperson of the Department of Geography and Resource Management, CUHK. She developed her interests in urban planning when she worked as a volunteer in her community after she graduated from university, especially with regards to the work of balancing the interests of different stakeholders in society. It marked the beginning of her career as an urban planner. Now, apart from being a prominent scholar in the field of urban planning, she has also paid high regard to the sustainable development of our city and the mental health of its citizens.<\/p>\r\n
Prof. Ng finished her secondary education at Queen Elizabeth School. Due to her interest in Geography, she decided to pursue a Bachelor\u2019s Degree in Geography at the University of Hong Kong. Upon graduation, she became a secondary school teacher for a year. However, the hectic teaching schedule left her insufficient time to further her studies. Moreover, she reckoned she did not have enough knowledge and experiences as she had merely completed a Bachelor\u2019s Degree. Hence she decided to pursue a Master Degree. At that time, she hoped to utilize her knowledge to contribute to China, which had just commenced its reforms and opening up process. Accordingly, she decided to pursue a Master Degree in urban planning.<\/p>\r\n
Prof. Ng became an Administrative Officer after she had obtained the Master Degree. Nevertheless, she realized that a government job was not suitable for her. Then, she applied for the Sir Edward Youde Memorial Fellowships of Overseas Studies under the encouragement of one of her friends. She was awarded the fellowship and she went to the University of California, Los Angeles to study a PhD in urban planning. Her thesis was about the Port and Airport Development Strategy in Hong Kong as the \u201cRose Garden Project\u201d was in full swing back then. She studied the planning and the location of the airport, as well as the project\u2019s impacts on Hong Kong.<\/p>\r\n
After two years of studies in the USA, one of her undergraduate Geography professors at HKU asked her to be a temporary lecturer when he was on sabbatical leave. She returned to Hong Kong to take up the job when she worked on her dissertation. After that, the Center of Urban Planning and Environment Management at HKU asked if she would like to join the center as a lecturer. She spent about two decades at HKU and around 10 years ago, she joined the CUHK. She is currently the Vice-Chairperson of the Department and directs the urban studies programme that teaches students to understand and solve various urbanization problems sustainably.<\/p>\r\n
Prof. Ng had many memorable moments in her almost 30-year teaching experience. She is very proud that her past students have been contributing to the sustainable development of different places all around the globe. Some of her former students are now her colleagues, and they together nurture the future generations of urban planners. In addition, Prof. Ng enjoys working with like-minded individuals inside and outside the university to push forward changes in society. Many years ago, she worked with social workers to demand conducting social impact assessment in the urban renewal process. Recently, the Town Planning Board planned to remove the mining village in Ma On Shan for private real estate development. Having considered the environmental impacts and the need for industrial and cultural heritage conservation near the mining site, Prof. Ng has proactively persuaded the Board to suspend the project to conserve the integrity of the Ma On Shan Iron Mine landscape and to maintain the tranquility of the Ma On Shan Country Park.<\/p>\r\n
In recent years, urban development and planning in Hong Kong have been much criticized. As a leading scholar in urban planning, Prof. Ng considers that there are still edges in planning in Hong Kong. For example, the Planning Department has been rather open of its information when compared to other government departments, and the opinions of different stakeholders are consulted in the planning process. Nevertheless, she considers that the importance of planning has always been underestimated by the government and even the entire community. For example, the Lantau Tomorrow Vision, a plan proposed by the government after \u201cThe Big Debate: Land Demand in Hong Kong\u201d in 2018, to reclaim 1,700 hectares of artificial islands from sea to increase land supply. However, in 2021, the government unexpectedly proposed another 30,000-hectare Northern Metropolis plan. These two dramatically different approaches announced within a short period of time cast doubt on the resolution of the government to better this city\u2019s urban planning. In short, she opines that the decisions of the government seem to privilege the interests of certain beneficiary groups at the expense of the long-term sustainability of society.<\/p>\r\n
Prof. Ng was the recipient of the 1st Sir Edward Youde Memorial Fellowships of Overseas Studies, which subsidized her PhD study in the United States. When she was in Los Angeles, Lady Youde personally visited her and they explored Los Angeles together. Years later, she was also a committee member to select the scholarship awardee and provide support to all the awardees to unleash their potential.<\/p>\r\n
\u81ea\u5c0f\u559c\u611b\u6559\u66f8\uff0c\u4ea6\u5c0d\u5730\u7406\u5145\u6eff\u8208\u8da3\uff0c\u5c24\u5fb7\u7235\u58eb\u7d00\u5ff5\u57fa\u91d1\u6d77\u5916\u7814\u7a76\u751f\u734e\u5b78\u91d11988\/89\u5e74\u5f97\u734e\u8005\uff0c\u9999\u6e2f\u4e2d\u6587\u5927\u5b78\u5730\u7406\u8207\u8cc7\u6e90\u7ba1\u7406\u5b78\u7cfb\u526f\u7cfb\u4e3b\u4efb\u4f0d\u7f8e\u7434\u6559\u6388\u5728\u5927\u5b78\u751f\u6daf \u6162\u6162\u767c\u73fe\u81ea\u5df1\u5c0d\u57ce\u5e02\u898f\u5283\u7576\u4e2d\u8981\u5e73\u8861\u793e\u6703\u4e0d\u540c\u6301\u5206\u8005\u7684\u5de5\u4f5c\u7522\u751f\u8208\u8da3\uff0c\u7d50\u4e0b\u4e86\u4e0d\u89e3\u4e4b\u7de3\u3002\u4eca\u5929\uff0c\u5979\u9664\u4e86\u662f\u57ce\u5e02\u898f\u5283\u754c\u7684\u8457\u540d\u5b78\u8005\u5916\uff0c\u66f4\u95dc\u6ce8\u57ce\u5e02\u53ef\u6301\u7e8c\u767c\u5c55\u548c\u90fd\u5e02\u4eba\u7684\u5fc3\u9748\u5065\u5eb7\u3002<\/p>\r\n
\u4f0d\u6559\u6388\u7562\u696d\u65bc\u4f0a\u5229\u6c99\u4f2f\u4e2d\u5b78\u3002\u51fa\u65bc\u5c0d\u5730\u7406\u7684\u559c\u597d\uff0c\u5979\u9078\u64c7\u5230\u9999\u6e2f\u5927\u5b78\u4fee\u8b80\u5730\u7406\u7684\u5b78\u58eb\u5b78\u4f4d\u3002\u4e4b\u5f8c\uff0c\u5979\u77ed\u66ab\u5730\u6210\u70ba\u4e86\u4e00\u540d\u4e2d\u5b78\u8001\u5e2b \uff0c\u4f46\u7e41\u5fd9\u7684\u6559\u5b78\u5de5\u4f5c\u4f7f\u5979\u6c92\u6709\u6642\u9593\u9032\u4fee\uff0c\u52a0\u4e0a\u5979\u6709\u611f\u81ea\u5df1\u53ea\u5b8c\u6210\u5b78\u58eb\u8ab2\u7a0b\uff0c\u5b78\u8b58\u548c\u95b1\u6b77\u4e0d\u8db3\uff0c\u6240\u4ee5\u6c7a\u5b9a\u91cd\u8fd4\u6821\u5712\uff0c\u5347\u8b80\u78a9\u58eb\u3002\u7576\u6642\uff0c\u5979\u5e0c\u671b\u6240\u5b78\u7684\u77e5\u8b58\u80fd\u5920\u8ca2\u737b\u7576\u6642\u6b63\u6539\u9769\u958b\u653e\u7684\u4e2d\u570b\uff0c\u6240\u4ee5\u5979\u9078\u8b80\u4e86\u57ce\u5e02\u898f\u5283\u7684\u78a9\u58eb\u8ab2\u7a0b\u3002<\/p>\r\n
\u78a9\u58eb\u7562\u696d\u5f8c\uff0c\u5979\u6210\u70ba\u4e86\u653f\u5e9c\u7684\u653f\u52d9\u4e3b\u4efb\uff0c\u4f46\u5979\u89ba\u5f97\u81ea\u5df1\u4e26\u4e0d\u9069\u5408\u5728\u653f\u5e9c\u5de5\u4f5c\uff0c\u5979\u4fbf\u5728\u670b\u53cb\u9f13\u52f5\u4e0b\u7533\u8acb\u5c24\u5fb7\u734e\u5b78\u91d1\u3002\u4e4b\u5f8c\uff0c\u5979\u7372\u9812\u734e\u5b78\u91d1\uff0c\u5230\u52a0\u5dde\u5927\u5b78\u6d1b\u6749\u78ef\u5206\u6821\u653b\u8b80\u57ce\u5e02\u898f\u5283\u7684\u535a\u58eb\u5b78\u4f4d\u3002\u4f0d\u6559\u6388\u7684\u535a\u58eb\u8ad6\u6587\u662f\u95dc\u65bc\u9999\u6e2f\u7684\u6e2f\u53e3\u548c\u6a5f\u5834\u767c\u5c55\u6230\u7565\uff0c\u7576\u6642\u6b63\u503c\u73ab\u7470\u5712\u8a08\u5283\u8208\u5efa\u5f97\u5982\u706b\u5982\u837c\uff0c\u5979\u5e0c\u671b\u501f\u6b64\u6a5f\u6703\u7814\u7a76\u7576\u6642\u8a08\u5283\u7684\u898f\u5283\u53ca\u9078\u5740\uff0c\u4ee5\u53ca\u5c0d\u9999\u6e2f\u7684\u5f71\u97ff\u3002<\/p>\r\n
\u7559\u7f8e\u5169\u5e74\uff0c\u78b0\u5de7\u5979\u5728\u9999\u6e2f\u5927\u5b78\u5730\u7406\u7cfb\u57f7\u6559\u7684\u524d\u6559\u6388\u8981\u4f11\u5047\u7814\u7a76\uff0c\u5979\u4fbf\u77ed\u66ab\u5730\u9802\u66ff\u4ed6\u4efb\u6559\u7684\u79d1\u76ee\u548c\u5b8c\u6210\u535a\u58eb\u8ad6\u6587\u3002\u4e4b\u5f8c\uff0c\u5927\u5b78\u7684\u57ce\u5e02\u898f\u5283\u53ca\u74b0\u5883\u7ba1\u7406\u4e2d\u5fc3\u9080\u8acb\u5979\u57f7\u6559\uff0c\u4e00\u8f49\u773c\u4fbf\u5dee\u4e0d\u591a\u662f20\u5e74\u7684\u5149\u666f\u3002\u76f4\u81f310\u5e74\u524d\uff0c\u5979\u7372\u9080\u52a0\u5165\u9999\u6e2f\u4e2d\u6587\u5927\u5b78\u7684\u5730\u7406\u8207\u8cc7\u6e90\u7ba1\u7406\u7cfb\uff0c\u64d4\u4efb\u7cfb\u526f\u4e3b\u4efb\uff0c\u8ca0\u8cac\u57ce\u5e02\u7814\u7a76\u8ab2\u7a0b\uff0c\u81f4\u529b\u57f9\u990a\u5b78\u751f\u4ee5\u53ef\u6301\u7e8c\u767c\u5c55\u7684\u9014\u5f91\u4f86\u8a8d\u8b58\u548c\u89e3\u6c7a\u57ce\u5e02\u5316\u7684\u554f\u984c\u3002<\/p>\r\n
\u5728\u5b78\u8853\u754c\u5de5\u4f5c30\u5e74\uff0c\u4f0d\u6559\u6388\u7d93\u6b77\u591a\u500b\u96e3\u5fd8\u6642\u523b\uff0c\u7576\u4e2d\u6700\u6b23\u6170\u7684\u83ab\u904e\u65bc\u770b\u5230\u81ea\u5df1\u7684\u5b78\u751f\u5728\u4e16\u754c\u5404\u5730\u81f4\u529b\u63a8\u52d5\u793e\u6703\u7684\u53ef\u6301\u7e8c\u767c\u5c55\uff0c\u66f4\u6709\u90e8\u4efd\u5b78\u751f\u6210\u70ba\u5979\u7684\u540c\u4e8b\uff0c\u57f9\u80b2\u4e0b\u4e00\u4ee3\u7684\u57ce\u5e02\u898f\u5283\u5e2b\u3002\u53e6\u4e00\u65b9\u9762\uff0c\u7576\u5979\u8207\u4e00\u773e\u5927\u5b78\u5167\u5916\u7684\u6709\u5fc3\u4eba\u4e00\u540c\u63a8\u52d5\u793e\u6703\u6539\u8b8a\uff0c\u4ea6\u6703\u611f\u5230\u5341\u5206\u8208\u596e\u3002\u591a\u5e74\u524d\uff0c\u5979\u6709\u4efd\u5021\u8b70\u5e02\u5340\u91cd\u5efa\u5f15\u5165\u793e\u6703\u5f71\u97ff\u8a55\u4f30\uff0c\u4f7f\u7576\u5c40\u80fd\u66f4\u5168\u9762\u8a55\u4f30\u91cd\u5efa\u5c0d\u5c45\u6c11\u7684\u5f71\u97ff\u3002\u6700\u8fd1\uff0c\u5979\u5728\u99ac\u978d\u5c71\u7926\u6751\u4fdd\u80b2\u4e2d\u51fa\u4e00\u4efd\u529b\u3002\u65e9\u524d\uff0c\u57ce\u5e02\u898f\u5283\u59d4\u54e1\u6703\u8a08\u5283\u5728\u99ac\u978d\u5c71\u7926\u6751\u8d77\u6a13\uff0c\u8003\u616e\u5230\u74b0\u4fdd\u53ca\u7926\u5834\u9644\u8fd1\u7684\u4e00\u4e9b\u5de5\u696d\u907a\u7522\u7684\u4fdd\u80b2\uff0c\u5979\u7a4d\u6975\u8207\u5404\u65b9\u6e38\u8aaa\u7576\u5c40\u66ab\u7de9\u767c\u5c55\u8a08\u5283\uff0c\u4ee5\u4fdd\u7559\u99ac\u978d\u5c71\u9435\u7926\u5730\u666f\u7684\u5b8c\u6574\u6027\u3002<\/p>\r\n
\u8fd1\u5e74\u4f86\uff0c\u9999\u6e2f\u7684\u57ce\u5e02\u767c\u5c55\u53ca\u898f\u5283\u5099\u53d7\u8a6c\u75c5\u3002\u4f5c\u70ba\u57ce\u5e02\u898f\u5283\u7684\u7ff9\u695a\uff0c\u4f0d\u6559\u6388\u6307\u51fa\u9999\u6e2f\u7684\u898f\u5283\u4ecd\u6709\u53ef\u53d6\u4e4b\u8655\uff0c\u4f8b\u5982\u5979\u8a8d\u70ba\u898f\u5283\u8655\u7684\u8cc7\u8a0a\u900f\u660e\u5ea6\u5728\u773e\u591a\u653f\u5e9c\u90e8\u9580\u4e2d\u8f03\u70ba\u7406\u60f3\uff0c\u800c\u5728\u898f\u5283\u53ca\u8aee\u8a62\u904e\u7a0b\u4e2d\u4ea6\u5bb9\u8a31\u4e0d\u540c\u6301\u5206\u8005\u53c3\u8207\u5176\u4e2d\u3002\u4f46\u662f\uff0c\u5099\u53d7\u8a6c\u75c5\u7684\u539f\u56e0\u662f\u9999\u6e2f\u653f\u5e9c\u4e43\u81f3\u6574\u500b\u9999\u6e2f\u793e\u6703\u904e\u5f80\u5c0d\u898f\u5283\u7684\u4e0d\u91cd\u8996\u3002\u5979\u8209\u4f8b\uff0c2018\u5e74\u7684\u300c\u571f\u5730\u5927\u8faf\u8ad6\u300d\u5f8c\u653f\u5e9c\u63d0\u51fa\u660e\u65e5\u5927\u5dbc\u9858\u666f\uff0c\u586b\u6d771,700\u516c\u9803\u8208\u5efa\u4eba\u5de5\u5cf6\u4ee5\u589e\u52a0\u571f\u5730\u4f9b\u61c9\uff0c\u4f46\u537b\u57282021\u5e74\u63d0\u51fa\u69cb\u5efa\u4e00\u500b\u4f54\u573030,000\u516c\u9803\u7684\u300c\u5317\u90e8\u90fd\u6703\u5340\u300d\uff0c3\u5e74\u5167\u63a8\u51fa\u622a\u7136\u4e0d\u540c\u7684\u653f\u7b56\u4f7f\u5927\u773e\u8cea\u7591\u5230\u5e95\u653f\u5e9c\u662f\u5982\u4f55\u898f\u5283\u3002\u6b78\u6839\u7a76\u5e95\uff0c\u5979\u8a8d\u70ba\u653f\u5e9c\u7684\u6c7a\u5b9a\u4f3c\u4e4e\u7d93\u5e38\u5074\u91cd\u67d0\u4e9b\u5229\u76ca\u5718\u9ad4\uff0c\u5f9e\u800c\u72a7\u7272\u4e86\u793e\u6703\u9577\u9060\u7684\u5229\u76ca\u3002<\/p>\r\n
