In late 2021, childcare workers of the Children\u2019s Residential Home managed by the Hong Kong Society for the Protection of Children (\u201cHKSPC\u201d) were accused of child abuse. Ms. Subrina Chow, recipient of Sir Edward Youde Memorial Scholarships for Overseas Studies in 1989\/90, joined the Society to lead a range of reforms and rebuild public trust. Called by her faith and keen on working for children since her days as a developmental psychology student in college, Ms. Chow found herself in the hot seat as the Director of an NGO in crisis.<\/p>\n

Born and raised in Hong Kong, Ms. Chow completed her secondary education at Belilios Public School and Diocesan Girls\u2019 School. At the time of planning for college education, she was inspired by her schoolmates who aspired to pursue tertiary studies in the United States, became interested in the American Liberal Arts Education system and applied to Cornell University. She was eventually granted admission to Cornell University with financial aid.<\/p>\n

After completing her bachelor\u2019s degree, Ms. Chow returned to Hong Kong planning to work in social services or early childhood education. However, without a social work degree and a salary offer acceptable to her parents, she started her career in the sales office of a hotel. After 6 months, she joined World Vision Hong Kong to help found a Christian rehabilitation residential centre targeting young female drug abusers, providing living and learning support. While she found the service experience eye-opening, Ms. Chow was advocated by her father, who was a civil servant, to apply for the Administrative Officer position of the Hong Kong Government.<\/p>\n

Ms. Chow landed a job offer from the Government after passing rounds of interviews. During her 27 years as an Administrative Officer, she served in 10 different posts, covering education, information technology and the overseas Economic and Trade Offices, where her main duty was to promote investment opportunities in Hong Kong to overseas governments, businesses and think tanks. In her last post in the Government, she served as the Assistant Director of Administration in the Office of the Chief Secretary for Administration, acting as the liaison with the Independent Commission Against Corruption and Office of the Ombudsman, and overseeing the Justices of the Peace programme.<\/p>\n

In 2021, Ms. Chow decided to leave the Government to pursue her old dream of serving children in the last years of her working life. When the crisis of the Children\u2019s Residential Home came to light, leading to the resignations of its Superintendent and the Director of HKSPC, Ms. Chow was referred by a friend and recruited by the Society as its Senior Deputy Director in March 2022 and eventually appointed as Director in May 2022. In response to the incident, the Society established an Independent Review Committee which published an interim report in January 2022. Ms. Chow was then responsible for carrying out the recommendations in the report, reforming the Society\u2019s governance structure and organisational culture. When asked about the cause of the incident, Ms. Chow explained that the Home looks after children aged 0-3 with severe family problems. Children of drug abusing parents need to undergo drug rehabilitation treatment at birth and nearly 40% of the children in the Home have special educational needs, at a much higher ratio than the average in the community. Meanwhile, during the pandemic, volunteers could not visit the Home to support the operation. While the Independent Review Committee pointed to a number of management issues, greater work stress posed by the pandemic against less support from volunteers likely aggravated the problem in the Home.<\/p>\n

To rectify the situation, the Home increased the ratio of childcare workers to children significantly, from 1:7 to 1:5, allowing staff to give more attention and take better care of children with special educational needs. Moreover, in order for the carers and the children to build a closer relationship and cultivate understanding, stable teams of carers are assigned to specific groups of children, which also helps to strengthen team cooperation. The above are just two examples of a series of reform measures implemented to give better support to both staff and children. In addition, Ms. Chow is also planning for the strategic development of the wider organisation. For instance, she and her colleagues are setting up a training institute to provide systematic training for both current and future employees. If possible, they wish to extend their target trainees to other members in the childcare sector, parents and members of public. They also plan to publish articles to share experiences of care and education for young children and promote research related to child development.<\/p>\n

Ms. Chow applied for the Sir Edward Youde Memorial Scholarship for Overseas Studies and was originally waitlisted for the scholarship. After departing from Hong Kong to Cornell University, her father received a call from the Fund Secretariat offering Ms. Chow the scholarship. At that time, Miss Chow intended to decline the offer since she already received financial aid from the university and felt the Fund should offer the scholarship to other students. But the Secretariat decided to award her the scholarship to pay the balance after deducting the financial aid from Cornell University, allowing her to finish her study with minimal contributions from her family.<\/p>\n

There is the Confucian idea that \u201cone knows his mission at fifty.\u201d Many people at this age reflect on and try to determine the purpose of their lives. Ms. Chow chose to switch her job, join an organisation in crisis and take up the challenge to lead others on a journey of reform. It was a call of her faith as well as a decision to pursue her passion.<\/p>\n

2021\u5e74\u5e95\uff0c\u9999\u6e2f\u4fdd\u8b77\u5152\u7ae5\u6703\u8f44\u4e0b\u300c\u7ae5\u6a02\u5c45\u300d\u7684\u54e1\u5de5\u88ab\u63ed\u767c\u6d89\u5acc\u8650\u5152\uff0c\u5f15\u8d77\u793e\u6703\u5629\u7136\u3002\u5c24\u5fb7\u7235\u58eb\u7d00\u5ff5\u57fa\u91d1\u6d77\u5916\u734e\u5b78\u91d11989\/90\u5e74\u5ea6\u5f97\u734e\u8005\u5468\u821c\u5b9c\u5973\u58eb\u8d70\u99ac\u4e0a\u4efb\uff0c\u64d4\u8d77\u91cd\u6574\u6a5f\u69cb\u7ba1\u6cbb\u548c\u91cd\u5efa\u516c\u773e\u4fe1\u5fc3\u7684\u5927\u65d7\u3002\u5468\u5973\u58eb\u81ea\u5927\u5b78\u4fee\u8b80\u767c\u5c55\u5fc3\u7406\u5b78\u8ab2\u7a0b\u4ee5\u4f86\uff0c\u4e00\u76f4\u71b1\u8877\u65bc\u5e7c\u5152\u76f8\u95dc\u5de5\u4f5c\uff0c\u53d7\u5230\u4fe1\u4ef0\u7684\u611f\u53ec\uff0c\u5979\u6c7a\u5b9a\u52a0\u5165\u9677\u65bc\u5371\u6a5f\u4e2d\u7684\u4fdd\u8b77\u5152\u7ae5\u6703\u6210\u70ba\u5176\u7e3d\u5e79\u4e8b\u3002<\/p>\n

\u5468\u5973\u58eb\u65bc\u9999\u6e2f\u51fa\u751f\u9577\u5927\uff0c\u5728\u5e87\u7406\u7f85\u58eb\u5973\u5b50\u4e2d\u5b78\u53ca\u62d4\u8403\u5973\u66f8\u9662\u5b8c\u6210\u4e2d\u5b78\u8ab2\u7a0b\u3002\u5979\u7576\u6642\u53d7\u5230\u6709\u5fd7\u5230\u6d77\u5916\u5347\u5b78\u7684\u540c\u5b78\u555f\u767c\uff0c\u5c0d\u7f8e\u570b\u7684\u535a\u96c5\u6559\u80b2\u611f\u5230\u8208\u8da3\uff0c\u4fbf\u5831\u8003\u5eb7\u4e43\u723e\u5927\u5b78\u3002\u5979\u7372\u9304\u53d6\u5165\u8b80\u5eb7\u4e43\u723e\u5927\u5b78\u4e26\u7372\u5f97\u8a72\u6821\u9812\u767c\u734e\u52a9\u5b78\u91d1\u3002<\/p>\n

\u5b8c\u6210\u5b78\u4f4d\u8ab2\u7a0b\u5f8c\uff0c\u5468\u5973\u58eb\u56de\u6d41\u9999\u6e2f\u3002\u8d77\u521d\uff0c\u5979\u6253\u7b97\u5f9e\u4e8b\u793e\u6703\u670d\u52d9\u6216\u5e7c\u5152\u6559\u80b2\u76f8\u95dc\u5de5\u4f5c\uff0c\u4f46\u7919\u65bc\u6b20\u7f3a\u793e\u5de5\u5b78\u4f4d\u53ca\u85aa\u916c\u539f\u56e0\uff0c\u5979\u5148\u5728\u4e00\u5bb6\u9152\u5e97\u7684\u71df\u92b7\u8fa6\u516c\u5ba4\u5de5\u4f5c\u4e86\u534a\u5e74\uff0c\u7e7c\u800c\u52a0\u5165\u9999\u6e2f\u4e16\u754c\u5ba3\u660e\u6703\uff0c\u53c3\u8207\u958b\u8fa6\u4e00\u6240\u5c08\u70ba\u70ba\u5e74\u9752\u5973\u6027\u800c\u8a2d\u7684\u6212\u6bd2\u5bbf\u820d\uff0c\u70ba\u5979\u5011\u63d0\u4f9b\u4f4f\u5bbf\u548c\u5b78\u7fd2\u670d\u52d9\u3002\u96d6\u7136\u6212\u6bd2\u670d\u52d9\u7684\u7d93\u9a57\u958b\u5ee3\u4e86\u5979\u7684\u8996\u91ce\uff0c\u5468\u5973\u58eb\u5176\u5f8c\u53d7\u5176\u6642\u4efb\u516c\u52d9\u54e1\u7684\u7236\u89aa\u52f8\u5c0e\uff0c\u5831\u8003\u4e86\u9999\u6e2f\u653f\u5e9c\u7684\u653f\u52d9\u4e3b\u4efb\u8077\u7cfb\u3002<\/p>\n

\u7d93\u904e\u5e7e\u8f2a\u9762\u8a66\uff0c\u5468\u5973\u58eb\u7372\u5f97\u653f\u5e9c\u7684\u8058\u66f8\u300227\u5e74\u9593\uff0c\u5468\u5973\u58eb\u51fa\u4efb\u4e0d\u5c11\u65bc10\u500b\u4e0d\u540c\u5d17\u4f4d\uff0c\u7576\u4e2d\u5305\u62ec\u6559\u80b2\u53ca\u8cc7\u8a0a\u79d1\u6280\u7684\u653f\u7b56\u5de5\u4f5c\uff0c\u4e43\u81f3\u6d77\u5916\u7684\u7d93\u6fdf\u8cbf\u6613\u8fa6\u4e8b\u8655\u3002\u5979\u5728\u7d93\u8cbf\u8fa6\u7684\u4e3b\u8981\u8077\u8cac\u662f\u63a8\u5ee3\u9999\u6e2f\u7684\u6295\u8cc7\u6a5f\u9047\uff0c\u5438\u5f15\u6d77\u5916\u6295\u8cc7\u4ee5\u4fc3\u9032\u9999\u6e2f\u7684\u7d93\u8cbf\u5229\u76ca\uff0c\u7d93\u5e38\u8d70\u8a2a\u4e0d\u540c\u5730\u5340\u7684\u653f\u5e9c\u90e8\u9580\u3001\u5546\u754c\u4ee5\u81f3\u667a\u5eab\u3002\u56de\u6e2f\u5f8c\uff0c\u5979\u5728\u653f\u52d9\u53f8\u53f8\u9577\u8fa6\u516c\u5ba4\u64d4\u4efb\u52a9\u7406\u884c\u653f\u7f72\u9577\uff0c\u8ca0\u8cac\u653f\u5e9c\u8207\u5ec9\u653f\u516c\u7f72\u53ca\u7533\u8a34\u5c08\u54e1\u516c\u7f72\u7684\u65e5\u5e38\u6e9d\u901a\u5354\u4f5c\uff0c\u4ee5\u53ca\u8655\u7406\u592a\u5e73\u7d33\u58eb\u8a08\u5283\u7684\u6709\u95dc\u4e8b\u5b9c\u3002<\/p>\n

2021\u5e74\uff0c\u5468\u5973\u58eb\u60f3\u5728\u9000\u4f11\u524d\u6295\u8eab\u4e00\u76f4\u5fc3\u5100\u7684\u5e7c\u5152\u5de5\u4f5c\uff0c\u56e0\u6b64\u9078\u64c7\u96e2\u958b\u653f\u5e9c\u3002\u78b0\u5de7\uff0c\u7ae5\u6a02\u5c45\u4e8b\u4ef6\u88ab\u50b3\u5a92\u63ed\u767c\uff0c\u4fdd\u8b77\u5152\u7ae5\u6703\u7e3d\u5e79\u4e8b\u53ca\u7ae5\u6a02\u5c45\u9662\u9577\u5f15\u548e\u8fad\u8077\u3002\u7d93\u670b\u53cb\u7684\u4ecb\u7d39\u4e0b\uff0c\u5979\u57282022\u5e743\u6708\u7372\u8058\u70ba\u9ad8\u7d1a\u526f\u7e3d\u5e79\u4e8b\uff0c\u4e26\u65bc2022\u5e745\u6708\u7372\u59d4\u4efb\u70ba\u7e3d\u5e79\u4e8b\u3002\u6a5f\u69cb\u5728\u7ae5\u6a02\u5c45\u4e8b\u4ef6\u5f8c\u6210\u7acb\u4e86\u4e00\u500b\u7368\u7acb\u8abf\u67e5\u59d4\u54e1\u6703\uff0c\u65bc2022\u5e741\u6708\u767c\u8868\u4e86\u4e2d\u671f\u5831\u544a\u3002\u5468\u5973\u58eb\u8ca0\u8cac\u57f7\u884c\u4e2d\u671f\u5831\u544a\u4e2d\u7684\u5efa\u8b70\uff0c\u5f9e\u7ba1\u6cbb\u67b6\u69cb\u53ca\u7d44\u7e54\u6587\u5316\u7b49\u65b9\u9762\u8457\u624b\uff0c\u63a8\u52d5\u6a5f\u69cb\u6539\u9769\u3002\u88ab\u554f\u5230\u7ae5\u6a02\u5c45\u4e8b\u4ef6\u7684\u6210\u56e0\uff0c\u5979\u89e3\u91cb\u7ae5\u6a02\u5c45\u4e3b\u8981\u7167\u9867\u6709\u56b4\u91cd\u5bb6\u5ead\u554f\u984c\u76840-3\u6b72\u5b30\u5e7c\u5152\uff0c\u4f8b\u5982\u6709\u4e00\u4e9b\u5e7c\u5152\u56e0\u7236\u6bcd\u5438\u6bd2\uff0c\u51fa\u751f\u6642\u5c31\u9700\u8981\u63a5\u53d7\u6212\u6bd2\u6cbb\u7642\u3002\u7ae5\u6a02\u5c45\u6709\u63a5\u8fd1\u56db\u6210\u5152\u7ae5\u6709\u7279\u6b8a\u6559\u80b2\u9700\u8981\uff0c\u9060\u9060\u9ad8\u65bc\u793e\u5340\u7684\u4e00\u822c\u4eba\u53e3\u6bd4\u4f8b\u3002\u540c\u4e00\u6642\u9593\uff0c\u7531\u65bc\u75ab\u60c5\u539f\u56e0\uff0c\u7fa9\u5de5\u672a\u80fd\u9032\u5165\u9662\u820d\u63d0\u4f9b\u652f\u63f4\u3002\u7368\u7acb\u8abf\u67e5\u59d4\u54e1\u5728\u5176\u5831\u544a\u4e2d\u63d0\u51fa\u4e86\u4e00\u4e9b\u7ba1\u7406\u4e0a\u7684\u7f3a\u5931\uff0c\u7136\u800c\u54e1\u5de5\u5728\u75ab\u60c5\u4e2d\u9762\u5c0d\u66f4\u5927\u7684\u5de5\u4f5c\u58d3\u529b\uff0c\u537b\u5f97\u5230\u8f03\u5e73\u5e38\u5c11\u7684\u7fa9\u5de5\u652f\u63f4\uff0c\u4ea6\u53ef\u80fd\u4fc3\u6210\u4e86\u9662\u820d\u7684\u554f\u984c\u60e1\u5316\u3002<\/p>\n

\u5468\u5973\u58eb\u7533\u8acb\u5c24\u5fb7\u7235\u58eb\u7d00\u5ff5\u57fa\u91d1\u7684\u6d77\u5916\u734e\u5b78\u91d1\uff0c\u8d77\u521d\u53ea\u5728\u734e\u5b78\u91d1\u7684\u5f8c\u88dc\u540d\u55ae\u5167\u3002\u4f46\u5728\u5979\u51fa\u767c\u5230\u5eb7\u4e43\u723e\u5927\u5b78\u5f8c\uff0c\u5979\u7236\u89aa\u6536\u5230\u57fa\u91d1\u79d8\u66f8\u8655\u7684\u901a\u77e5\uff0c\u8981\u5411\u5979\u9812\u767c\u734e\u5b78\u91d1\u3002\u7576\u6642\uff0c\u5979\u8a8d\u70ba\u81ea\u5df1\u65e2\u5df2\u7d93\u7372\u5f97\u5927\u5b78\u7684\u734e\u52a9\u5b78\u91d1\uff0c\u57fa\u91d1\u61c9\u5c07\u734e\u5b78\u91d1\u767c\u4e88\u5176\u4ed6\u4eba\u3002\u6700\u5f8c\uff0c\u79d8\u66f8\u8655\u6c7a\u5b9a\u7d66\u4e88\u5979\u5728\u6263\u6e1b\u5927\u5b78\u734e\u52a9\u5b78\u91d1\u5f8c\u7684\u5b78\u8cbb\u9918\u984d\uff0c\u4f7f\u5979\u7121\u9808\u589e\u52a0\u5bb6\u5ead\u8ca0\u64d4\u800c\u9806\u5229\u5b8c\u6210\u6d77\u5916\u8ab2\u7a0b\u3002<\/p>\n
